Most balcony problems we get called for started as a small leak at the ledger or door threshold that quietly rotted the framing underneath a perfectly good-looking deck surface. We open up the structure, replace rotted framing, and correctly waterproof and flash the ledger and door transition before any new decking, railing, or finish goes back on. Railings are set to current code height and spacing, since older balconies are frequently short of both.
